Directorate of Criminal Investigation
& Intelligence
The directorate was used to be known as the
Directorate of Criminal Investigation. However, in February 1997 the Directorate
of Criminal Intelligence was absorbed into the Directorate of Criminal Investigation.
It was restructured and now known as the Directorate of Criminal Investigation &
Intelligence. And this was followed by the separation of the Traffic Investigation
Unit in March 1997. With the separation, the directorate is no longer dealing with
matters relating to traffic. The directorate is headed by an Assistant Commissioner
of Police (ACP) and assisted by a senior officer with the rank of Senior Superintendent.
The main responsibilities are:-
To advice all formation commanders in relation to investigation pertaining to major
criminal cases.
To maintain good liaison with the Attorney General's Chambers and other law enforcement
agencies such as the Narcotics Controll Bureau, Immigration Department, Customs &
Excise Department, Labour Department, Marine Department and Anti Corruption Bureau.
Submission of investigation papers to the Attorney General's Chambers which require
sanction to prosecute and cases which will be transferred to the Chambers for further
action.
Preparation and formulation of annual strategic plan for suppression and prevention
of crime.
Collection and collation of information pertaining to criminal activities. These
information will be passed to Police Districts.
The Directorate of Criminal Investigation & Intelligence is composed of the following
main Divisions/Units:-
- Criminal Intelligence & Research Unit
- Commercial Crime Unit
- Major Crime Unit
- Gambling suppression & Anti-Vice Unit
- Women & Child Abuse Unit
- Prosecution Unit
- Criminal Record Office & Fingerprint Unit
- Film Censorship Unit.
Special Investigation Unit
This unit is presently headed by a Superintendent. Since its formation in August
1993, the unit has handled 32 cases including murder, suspicious death, armed robbery
and arson, 14 of which were successfully dealt with. Whilst the remaining cases are
still under investigation and pending trial.
In 1997 itself the unit managed to solve 5 murder cases, 4 cases of which were reported
in 997 and 1case in 1996.
2 officers from the unit had been sent to Malaysia to attend the Forensic Science
Course organised by the FBI.
Women & Child Abuse Unit
The unit was set up on 1st April 1997 in an effort to cope with the ever increasing
problems associated with women and children. It is headed by a woman ASP.
The unit is now responsible for the investigation of Women & Child and rape cases
reported throughout the stations. They also play an important role in the prevention
and suppression of prostitution activies in the state.
In improving the personnel's skill and experience, two
officers from the unit attended the Rape Investigation Course at the CID HQ, Singapore
Police Force in October 1997. The course was attended by the newly formed Singapore
Police Rape Investigation Squad.
In line with their role and responsibilities, the unit is appointed as a member of
the Child Adoption Assessment Committee, Social Affairs Services Unit, Ministry
of Culture, Youth and Sports, and the Non Accidental Injury Committee, Social
Worker Unit, Ministry of Health.
Crime Statistic
The crime rate for 1997 had decreased slightly by 3.2% from the previous year 1996.
There were 3269 cases reported in 1997 compared to 3380 cases in 1996. The statistic
showed 40% (1320) of the cases were solved. The total number of persons arrested
in 1997 had also increased, which include, the contravention of various Acts.
